Service Mapping Sub-Committee (SMSC)

The SMSC’s proposal, request for funding, terms of reference, and program of work were approved by the Joint Councils at their meetings in February and September 2008.

Mission

The SMSC’s mission is to extend Canadian governments’ use of service mapping and enterprise architecture reference models across jurisdictions in support of government service transformation.

Membership

The SMSC contains representatives of all orders of Canadian Government (Municipal, Provincial/Territorial, and Federal).

Goals

The SMSC is currently working on:

Goal 1:

Create a Canadian Governments Reference Model (CGRM).

We will build on the existing service mapping and enterprise business architecture work of Canadian government organizations such as

• the Governments of Canada Strategic Reference Model (GSRM) – Federal,
• the Public Sector Reference Model (PSRM) – Ontario,
• the Municipal Reference Model (MRM) – Municipal,
• the Government Enterprise Architecture (GEA) – Quebec,
• the Government of Alberta Enterprise Architecture (GAEA) – Alberta,
• and others.

By coming to an agreement as to which specifications can and should be deemed common and broadly applicable to all, we will formally establish and document a CGRM. Then, after obtaining Joint Councils approval, Goal 2 below will promulgate it as a definitive, pan-Canadian standard that can be shared and leveraged by all governments in Canada in support of the above-mentioned mission. This standard will be freely available to both public and private sector practitioners alike.


Goal 2:

Sustain and support the Canadian Governments Reference Model (CGRM).

We will establish a set of ICCS-owned and operated business services and underlying computing infrastructure that will (a) steward the CGRM; (b) manage its governance and further evolution as a pan-Canadian standard; and (c) support its effective use (i.e., CGRM’s ongoing evolution, change and release management, governance approvals, dissemination, promotion and awareness-raising, training and daily use) on an ongoing basis over time.
